The Animal Welfare Authority is required to exercise the powers and functions conferred on it under the Animal Welfare Act. Some of the powers include the appointment and termination of animal welfare inspectors and animal welfare officers and the consideration and determination of applications for a licence to use premises for teaching or research involving animals.

Pursuant to section 26(1) of the Animal Welfare Act, the Minister for Local Government must appoint a Chief Executive Officer or an employee, as defined in the Public Sector Employment and Management Act, to be the Animal Welfare Authority.

The Executive Director of Sport and Recreation has been appointed to be the Animal Welfare Authority, in accordance with section 26 of the Animal Welfare Act.
